New VPN service developed by former censorship regulator

文字大小

Former Roskomnadzor employee Vladislav Minakov participated in the development of the AIVPN service designed to bypass internet restrictions. For about seven years, he worked at the Main Radio Frequency Center, which was responsible for operating threat countermeasure systems and enforcing access blocks. As part of his previous duties, he supervised the "Revizor" system that monitors telecom operators.

In 2023, the specialist changed positions and currently heads development at the Main Research Computing Center of the Presidential Administration. He joined the AIVPN project in June 2026 and wrote approximately 88% of the source code, including traffic obfuscation features designed to evade deep packet inspection. The project was originally started by Rostov entrepreneur Oleg Kirichenko.

Developer position and expert opinions

The developer stated that creating the tool is unrelated to his primary government position and aims to ensure stable data transmission during network disruptions. Meanwhile, industry experts express doubts regarding the security of the software, pointing to the author's long-term involvement in implementing digital censorship and access restrictions.

Although initial code analysis revealed no obvious threats, users online reported that antivirus software flagged a suspicious file containing the signature Heur.Backdoor.Win64.Tgbot.gen. Consequently, specialists advise caution when considering the installation of such software.

With HiroVPN, users remain reliably protected from any blocking risks, security threats, and internet connection instability issues.
