Former Roskomnadzor employee Vladislav Minakov participated in the development of the AIVPN service designed to bypass internet restrictions. For about seven years, he worked at the Main Radio Frequency Center, which was responsible for operating threat countermeasure systems and enforcing access blocks. As part of his previous duties, he supervised the "Revizor" system that monitors telecom operators.
In 2023, the specialist changed positions and currently heads development at the Main Research Computing Center of the Presidential Administration. He joined the AIVPN project in June 2026 and wrote approximately 88% of the source code, including traffic obfuscation features designed to evade deep packet inspection. The project was originally started by Rostov entrepreneur Oleg Kirichenko.
