VPN ban rejected by the UK government

Taille du texte

The UK government has officially abandoned plans to restrict or ban virtual private networks. This issue was actively discussed following last year's passage of the online safety legislation, but the authorities ultimately decided against implementing harsh measures targeting this technology.

Background of the Proposed Restrictions

In March, the Department for Science, Innovation and Technology initiated a public consultation regarding online child safety. As part of this effort, officials assessed the feasibility of mandatory age verification for accessing encryption tools and investigated how minors utilize such utilities.

A government report published on July 15 confirmed the implementation of new safety protocols, including a late-night social media curfew for 16- and 17-year-olds and limitations on AI chatbot interactions. However, restrictions on traffic-encryption services were excluded from the rules. Liz Kendall, who was the Technology Secretary at the time, emphasized that these tools serve legitimate privacy purposes.

Enforcement Challenges and Expert Opinions

Research indicates that only a minor fraction of teenagers use location-masking technologies to circumvent online boundaries. While 26 percent of youth reported using such software, only 7 percent did so to open age-restricted platforms, and only 10 percent used them specifically to bypass age checks.

Cybersecurity specialists confirm the extreme difficulty of enforcing any limitations in this area. Security director Corey Nachreiner pointed out that trying to block these services would trigger an endless cycle of countermeasures, while primarily harming legitimate business applications. Another expert, Pierre Noel, added that advanced traffic-obfuscation techniques make it nearly impossible to identify who is initiating the connection.

Although direct bans were avoided, digital platforms must deploy reliable methods to detect and prevent underage users from bypassing age controls by early 2027. Regulators Ofcom and the Information Commissioner's Office will research traffic-detection methods, and the government will keep the policy under ongoing review.
